Who to call about noise in Los Angeles

Modeled estimates for general information only — not measurements, not a guarantee, and not for legal, medical or real-estate decisions.

Who handles a noise complaint in Los Angeles depends on the source and on where you live. In the City of Los Angeles, loud parties go to the LAPD non-emergency line, and early or late construction goes to the LAPD Noise Enforcement Team. Aircraft, helicopters, freeway sound walls and unincorporated LA County each have a different contact, listed below with official links.

Contacts checked against the official pages linked at the end on 13 October 2026. Phone numbers and rules change, so confirm on the agency page before you call.

Los Angeles noise complaint: loud parties and amplified sound

For loud parties, amplified music and other noise from neighbors in the City of Los Angeles, call the LAPD non-emergency line at 877-ASK-LAPD (877-275-5273). The City says to use it for non-violent issues such as noise complaints, and that it is open 24 hours a day. Call 911 only for emergencies.

LAPD’s Noise Enforcement Team, at (213) 996-1250, covers music from nightclubs. LAPD summarizes the nightclub rule, Los Angeles Municipal Code (LAMC) Section 112.01(c), as a violation when the noise exceeds the ambient level at another occupied property by more than 5 decibels.

The City noise ordinance is Chapter XI of the LAMC. Enforcement is shared by the Police Department, the Department of Building and Safety, the Department of Animal Regulation and the Bureau of Street Services. The Police Department handles noise made or controlled by people.

LA noise ordinance: construction hours

LAPD lists the allowable construction hours under LAMC Section 41.40 as follows.

Report early or late construction to the LAPD Noise Enforcement Team at (213) 996-1250. The team also handles early or late deliveries and trash pickup, which have their own hours.

Noise in unincorporated Los Angeles County

In unincorporated LA County, the Department of Public Health investigates noise from businesses, construction and demolition. Call (626) 430-5201. The rules are in the County Code, Title 12, Chapter 12.08, Noise Control.

For other noise problems, such as loud music or parties, the County says to call your local police department. In unincorporated communities that is usually a Sheriff’s Department station, and lasd.org lists them. Public Health also notes a temporary change to the County noise ordinance that allows extended construction hours, so check its page for what applies now.

Other cities in LA County

Cities inside LA County have their own noise enforcement programs. Public Health says to call your city and ask to make a noise complaint, and the city should direct you to the right department. Each city usually has its own noise ordinance that lists its rules.

LAX and other airport noise

For LAX, call the 24-hour LAX Aircraft Noise Comment Line at (424) 646-6473, or use the LAWA mobile app, online form or WebTrak. For Van Nuys Airport, the 24-hour line is (800) 560-0010. The FAA enforces aircraft noise rules and flight paths. For general concerns it directs people to its ANCIR Portal, and for a local airport it says to contact the airport first.

See LAX and aircraft noise in Los Angeles for how Quiet LA shows aircraft noise.

Helicopter noise

For helicopters, use the FAA’s ANCIR Portal, or contact the helicopter operator directly. LAPD lists its Air Support Division at (213) 485-2600 for LAPD helicopters. Quiet LA does not map helicopters yet.

Freeway sound walls and highway noise

Caltrans runs the state highways. Its District 7 office covers Los Angeles, and the Caltrans contact page lists (213) 897-1200.

For a new sound wall along an existing freeway, Caltrans says that since January 1998 the job of sponsoring these retrofit projects belongs to local transportation agencies rather than Caltrans. Caltrans must still approve a barrier built inside state right-of-way.

How the Quiet LA map can help with a noise complaint

The map shows which modeled noise sources affect a street: the road, trains on the Valley main lines and, in the 24 h view only, the aircraft estimate derived from official airport contours. Search the address and note those sources before you contact an agency.

That is context, not proof. Quiet LA is a model, not a measurement, and it does not show whether any sound meets or breaks a rule. It does not model parties, construction, nightlife, neighbors, helicopters or sirens. The agency decides what applies. See Limits, How it’s made and Sources & methods.
