Airport soundproofing programs in Los Angeles

Your area may be in an airport soundproofing program. The programs around Los Angeles International Airport (LAX) install sound-rated windows and doors in homes that fall inside a published noise contour, and both LAX’s own program and Inglewood’s describe themselves as running now. Only the program can say whether a home is eligible. This page says where to look and who to call.

How to check an address for airport soundproofing
- Find the program for your city. LAX runs a program for homes in the City of Los Angeles and El Segundo. Inglewood runs its own. Los Angeles County runs one for the unincorporated communities of Lennox, Del Aire and Athens, though its page could not be opened on the day of the check. The table below covers each airport.
- Use the program’s own check. LAWA’s LAX program page has an eligibility checker for a property address or mailer code, and a phone line. Inglewood publishes a phone line and eligibility pages but no address lookup.
- Use the map for context. The Quiet LA map can draw each airport’s official 65 CNEL contour, the kind of area these programs usually draw from. It is context, not a program’s boundary and not an answer.

What the programs say about who is in
The programs that publish a rule use the same two ideas: a place inside a noise contour, and a home whose inside noise level is above the program’s limit. In their own words:
- LAX. A home “must be located within the FAA Approved Part 150 Noise Exposure Map (NEM) 65 dB noise contour”. The page adds that the home was built before 1 October 1998, is zoned residential or mixed-use, and tests at an average inside level of 45 dB or more.
- Inglewood. “The program boundary is defined by the 2020 Noise Exposure Map (NEM) contour line”. The city’s page adds that homes built after 1998 are not eligible, and a home that already meets the 45 dB CNEL inside standard is not eligible.
- Los Angeles County. LAWA’s November 2025 slides on its sound insulation program around LAX give one rule: inside the FAA-accepted 65 dB CNEL contour, a 45 dB or higher inside level, and built before 1 October 1998. The County’s own program page returned an error on , so check with the County.
- Hollywood Burbank Airport. The airport’s study page says “Noise sensitive land uses exposed to CNEL of 65 dB or greater could be eligible for federal funding for noise mitigation measures.”. The airport’s update ties past eligibility to the 65 CNEL contour of its 2017 Noise Exposure Map, which is published as a picture in a PDF report.
Owners and tenants are treated the same way in the LAX program, and taking part is voluntary. Quiet LA does not test a home’s inside noise level or its build date, which are part of those rules.
Where the program boundaries come from
The LAX and Inglewood programs draw their area from the 65 dB CNEL contour of the FAA-approved 2020 Noise Exposure Map for LAX. LAWA publishes that contour as a map (a PDF), not as a data layer, and the program’s own address check is the way to learn whether a property is inside. How it’s made and Sources & methods describe the rest of the map’s data.
That contour is not the same document as the aircraft contours elsewhere on the Quiet LA map, which come from the state’s quarterly airport noise reports. The two cover similar ground around LAX. The programs use the 2020 map.
The other airports have no program map published as a data layer. Hollywood Burbank Airport publishes its 2017 contour as a picture inside a PDF report, with no map coordinates. For those airports the airport’s official 65 CNEL contour from its quarterly noise report is the area programs usually draw from, and the program’s own map decides.
LAWA is updating the LAX map. Its page lists a draft released 17 September 2026 and public comments until 5 November 2026. When the FAA accepts a new map, the programs’ boundaries may change and this page will be updated.
What this page does not tell you
- Whether a home is eligible. The program decides, after its own address check and an acoustical test.
- Whether a home was already soundproofed, or who took part. Quiet LA does not list participants.
- Anything about a place’s modeled sound level. The map’s numbers and this page are separate.
- Whether a program is taking applications today beyond what its page prints. Where a page prints no deadline, the table says so.
Common questions
Is my home eligible for airport soundproofing?
Only the program can say. Each one checks the address against its boundary, then tests the inside noise level and checks the build date. Quiet LA links to the programs but never decides eligibility.
How do I check an address for the LAX soundproofing program?
LAWA’s LAX Residential Sound Insulation page has an eligibility checker that takes a property address or a mailer code. You can also call the program office at (424) 646-7444. The program serves homes in the City of Los Angeles and El Segundo.
Are the LAX and Inglewood programs the same?
No. They are separate programs with separate staff, run by LAWA and the City of Inglewood. Both draw their area from the 2020 noise contour for LAX, and both are funded with FAA and LAWA money.
Is there a soundproofing program near Van Nuys, Burbank, Long Beach or Santa Monica airport?
Van Nuys’s program was completed and closed in 2010. Hollywood Burbank Airport’s last homes were treated in 2014, and whether more can join is part of its current study. Long Beach Airport’s noise page and Santa Monica’s airport noise pages list no residential program. The table has each phone line.
Will the LAX soundproofing boundary change?
It may. LAWA is updating the Noise Exposure Map the programs use, with a draft released in September 2026. A program’s page is the place to learn which map it applies today.
Does Quiet LA show which homes were already soundproofed?
No. It does not list participants or treated homes, and says nothing about any one home’s past participation.
